How to Win LoA and Influence BIR Officials Lawfully
For taxpayers holding a Letter of Authority, and the bookkeepers who answer for them. What the paper must show, what to ask the BIR in writing, and the filing you can send this week.

₱10,000 is credited to our fee if you later engage us on a BIR notice.

If one of these is on your desk
- An LoA dated 2025 or earlier, still open.
- A replacement eLA issued in 2026 "in lieu of" older ones.
- A new eLA issued after RMO No. 1-2026 took effect on 27 January 2026.
- A client's LoA, and you are the bookkeeper who has to answer it.
The book goes by the date your LoA was issued, not the year it audits. Chapter 4 covers LoAs issued in 2025 and before. Chapter 5 covers those issued in 2026 and after.
Three parts in one binding
The chapters (pages 2 to 39)
- The Paper Behind the Knock. What the Senate heard on 11 December 2025, and your first five questions.
- Why are LoAs of 2025 and prior years said to be void? Three real LoAs set against the hearing and the rules, row by row.
- Why the DNA of the LoA is important to you. Every line on the form traced to the order that put it there, from 2010 to 2026.
- How to win your 2025 and prior years’ LoA. Asking the BIR for its own record, and what to do when the record does not come.
- How to win your 2026 and future years’ LoA. Four things the face of a new eLA does not show, and the seven requests to add to your letter.
The filing (pages 40 to 70)
SRF-1, the Acknowledgment of Receipt and Request for a Certified System Copy of the Letter of Authority. Thirty pages, twelve numbered requests, each tied to the rule it rests on. With the Receiving Slip for BIR Letters/Notices, so every paper served on you is logged the same way.
A worked sample (pages 71 to 92)
A redacted Reply and Final Notice to Cease and Desist from a 2026 matter, with the District Office letter it answers. You see what the BIR wrote back, and what was said to it.

Look inside
What this book will not tell you
It will not tell you your LoA is void. Nobody at the Senate hearing said that, and the book says so. It shows you how to read the paper, how to ask the BIR for the record behind it, and what each kind of answer means for you. Keep answering lawful requests and keep every deadline while you wait for a reply.
The book describes the law and the BIR orders as they stood on 1 October 2026. It is not advice on your particular case.
